The Township of Huron-Kinloss is growing and we need to plan what growth looks like over the next 25 years to ensure we have the right water and wastewater infrastructure in place to support growth.

With the help of B.M. Ross and Associates (BMROSS), the Township is developing a Water and Wastewater Servicing Master Plan to help guide the future plans for growth. We invite you to work with the Township to provide input on growth and water and wastewater servicing along the lakeshore, in Lucknow and in Ripley.

The purpose of the Water and Waste Water Servicing Master Plan is to:

  1. Examine future residential and non-residential growth in and around Lucknow, Ripley and the Lakeshore and;
  2. Identify water and wastewater infrastructure needs to support future growth.

The Master Plan is focused on these areas because Provincial and County policies direct residential growth to locations with municipal water and sewer services. In the case of the Lakeshore, this area is being looked at as growth is expected to continue as a result of demand.

Through the Master Plan process, future residential and non-residential growth will be forecasted for the next 25-years. Following the forecasting of growth, we will identify areas where growth could go. Once these areas have been identified, we will look at options for how water and sewage services could be provided. This will include looking at how practical the servicing options are, what other upgrades may be needed, potential impacts, timing, and costs. This will help us decide where it makes sense to put future growth and what steps need to be taken next.

The Master Plan will be a tool for current and future municipal staff and Council to use when making decisions regarding land uses, planning for infrastructure upgrades, and budgeting. It will be a blueprint for where future growth in Ripley, Lucknow and the Lakeshore should go and how municipal water and wastewater service may be provided.

    Thank you for your question. There will be an open house scheduled in August, details to come: however, with this study we are only looking at where development may occur over the next 25 years to ensure we have the infrastructure in place to support it. We are looking at our current water and wastewater capacity specifically, to see what is required to support any new developments. Drainage plans, and other issues that you’ve mentioned would be a crucial part of the development process and would be required before any new development was approved.

Previous studies showed that this will result in a charge to over $30,000 to taxpayers. How are you going to provide support to taxpayers who are retired and on a fixed income. Will future developers need to pay for these upgrades? We have put in a septic system and upgraded it, will we be allowed to continue to use it. on Facebook Share How will the township fund this. The development of the Master Plan is being funded through the Nuclear Waste Management Organization 2022 Learn More Program. One of the goals of the Master Plan will be to identify water and wastewater infrastructure needs/projects to allow the Township to plan for the future and budget accordingly.  We want to make sure we have water and wastewater services where and when we need them. At this point, we do not know what those water and wastewater projects may be, hence the need for the Master Plan. Typically, municipal water and wastewater infrastructure projects are paid for by those benefiting from the service – including future growth (through development charges) and existing development (through reserves, rates or local charges). Sometimes grants can be obtained to help offset costs. At this time, it is expected that the use of septic systems within the existing Lakeshore area will continue.
