North end spring flooding. To spend $632,000.00 to solve a 2 or 3 day minor flood is ridiculous. Every spring, for many past years, the ditches have flooded in this area. Once the ground thaws (usually 2 or 3 days after the flood) the water quickly disappears. The proposed plan calls for an underground chamber about 1 meter in diameter. The Town owns about 15 feet on the west side of the road. Why not dig a 1 meter ditch to collect and hold the water in this area? The proposed plan calls for a paved non-porous surface. Please survey the property owners re paving. You will discover that over 90% do not want the road paved. South Stormwater area. There are 7 gullies between the 10th Concession and the 6th Concession. For many years they have taken the water from the farm fields down into the lake. Last year during a major rain storm/spring melt the water in the area concerned brought tree limbs/debris down the channel until it blocked the culvert under Bruce Beach Rd. causing the water to find an alternate route, which happened to wash out the road beside the culvert. Keep the gullies clear of debris and the problem is solved. It won't cost the proposed $576,000.00 solution. If you are doing it here why not do the other 6 gullies as a preventative measure? They carry the same amounts of runoff.I assume the proposed assessments are reflecting either the property's benefit or the property's water contribution to the problem. Suddenly it is a property's fault that rain/snow lands there and flows downhill. The increase in the yearly amount of water in the area can probably be attributed to the weeping tile systems put in farm fields over the last 30 years. The arbitrary assessments are amazing. 150 Bruce Beach Rd. will be assessed $3 to $4,000.00. Right next door 151 Bruce Beach Rd., will be assessed nothing. Does, that 20 feet make all that much difference? Cottages 85 to 96 contribute none of the problem water nor do they receive any benefit from the project, and yet this group of cottages will together be assessed $14,000.00 to $20,000.00. Why? When you total up all the property assessments the total received will be $750,400.00 on the low side up to $1,125,500.00. The total cost of the 2 projects is $1,208,900.00. Therefore the assessed properties will contribute 62% on the low assessment or 93% on the high assessment. Yet the wonderful pie graph indicates that the total contributed by the property owners will be 29%, while the Township will contribute 71%. Someone's calculator is broken, or someone is trying to pull the wool over our eyes. If help is needed doing any of the math I am available to do it for you.
