The Township of Huron-Kinloss worked along with BT Engineering Inc. to complete a traffic study on Boiler Beach Rd. Boiler Beach Rd is one of the busiest roads in the Township during the summer months. We often hear complaints and concerns from residents and visitors about safety and parking. BT Engineering Inc. is considering all options to address these concerns including: the feasibility of a one-way road between Concession 10 and Huronville St., widening of the roadway, and other opportunities to better accommodate pedestrians and cyclists.

The study evaluates:

  • traffic volumes and circulation options (existing two-way roadway, one-way northbound, one-way southbound),
  • traffic operations and impacts to other roadways; and
  • existing constraints, issues, and opportunities for Boiler Beach Rd.

The study aims to develop a preferred plan to address the needs of the Study Area and accommodate all modes of transportation (motorists, pedestrians, cyclists, and emergency vehicles).

On April 3, 2024, Council received a staff report regarding further road analysis to determine the possibility of constructing a multi-use path and parking spaces along Boiler Beach Rd. The report options are summarized below.

After much discussion of these options, Council directed staff to proceed with a road design to establish defined "on-street" parking areas on the west side of the road which do not interfere with the travelled lanes. At this time, Township staff will continue with the design of the initial phase of construction, located north of Huronville St. without a multi-use path on Boiler Beach Rd, however, Council directed staff to continue investigating multi-use path options that could be constructed in the future.

Traffic calming measures will also be incorporated into the road design of Boiler Beach Rd in order to provide an enhanced level of safety for all traffic types. Construction timelines have not been determined at this time and any projects would have to be approved by Council and included in the capital budget.

For full details of the staff report and presentation, please see the attachments on the sidebar.

Township staff have considered BTE’s findings and public input regarding a one-way road conversion.

Township staff concur with BTE’s findings that a year-round one-way road conversion in a southbound direction is feasible, however, conclude that it may not be the best solution for ratepayers and users of the roadway.

Following the BTE's Presentation to Council on June 5, 2023, Council has directed staff to explore off street parking options in more detail before making any decision. Various lots are being considered for proposal.

Additional short-term solutions include line-painting and increased signage.
